The detailed Terms and Conditions with regard to Eligibility, Educational qualification, Domicile, Reservation etc. for participating in the selection process for the aforementioned posts are as under:.
01.) APPOINTMENT OF THE CANDIDATES:
The Appointment and other service conditions in respect of the candidates selected through this selection process shall be governed as per extant rules/regulations.
02.) DOMICILE:
The candidate(s) seeking to apply for the advertised posts shall be Domicile(s) of the Union Territory of Jammu &Kashmir and must possess a valid Domicile Certificate issued by the Competent Authority on the prescribed format on or before the cut-off date i.e. last date of submission of online application forms, which, unless otherwise extended, shall be 03.06.2025.
03.) VACANCIES:
The details of posts advertised are given in Annexure-A to this Notification. However, the actual number of posts may undergo increase or decrease during or before the completion of the selection process and the JKSSB is not legally liable for any such variation in this total number of posts advertised for which the final selection list will be issued. This advertisement Notification is subject to the outcome of any writ petition/O.A pending before the competent court of law.

05. Educational Qualification Required
As per the indent received from the concerned department(s) and in line with the relevant recruitment rules, the prescribed qualification for the advertised posts is provided in Annexure-A of this notification.
Candidates who are shortlisted by the Board for Document Verification must produce original certificates as proof of having acquired the required educational qualification on or before the cut-off date for submission of the online application form. Failure to do so shall result in cancellation of their candidature.
Applicants are advised to note that their admission to the examination is provisional and will remain so until the genuineness of their educational documents is verified by the Appointing Authority.
In cases where a candidate claims to possess an equivalent qualification (if allowed), it shall be mandatory to produce a valid Equivalence Certificate or obtain recognition from the concerned competent authority, as and when required by the Board. However, the final decision regarding the eligibility of such candidates shall rest with the Board and will be binding in accordance with applicable rules.
Any candidate possessing a qualification other than the one prescribed shall be considered ineligible and their candidature will be rejected without any further consideration.
06. Application of Reservation
a) Reservation for the advertised posts shall be applicable as per the category-wise break-up of vacancies communicated by the Indenting Department and/or in accordance with the provisions of the Jammu & Kashmir Reservation Act/Rules, as amended from time to time.
b) Candidates seeking reservation under a specific category must possess a valid reservation/category certificate as on the cut-off date (i.e., the last date for submission of online application). This certificate must be uploaded while submitting the application form.
c) Please note that candidature under a reserved category shall remain provisional until the authenticity and validity of the category certificate is verified by the Appointing Authority.
d) Candidates are strictly cautioned that any false, forged, or fraudulent claim for reservation will result in cancellation of candidature, disqualification from future Board examinations, and appropriate legal/disciplinary action.
07. Horizontal Reservation (Wherever Applicable)
b) Horizontal Reservation for Ex-Servicemen (ESM) and Persons with Benchmark Disabilities (PwBDs) shall be applicable as per the communication received from the Indenting Department(s) and in accordance with existing rules and regulations.
The type and suitability of disabilities for the advertised posts under Horizontal Reservation shall be governed strictly by the applicable norms and rules.
For Ex-Servicemen, Horizontal Reservation shall be applicable only for posts with pay up to Level-6E (₹35,900–₹1,13,500) as per prevailing regulations.
e) As per S.O. 361 of 2021 dated 20.10.2021, an Ex-Serviceman who has availed Horizontal Reservation in one job will not be eligible to claim it again for future employment. ESM candidates must submit an affidavit before a 1st Class Judicial Magistrate affirming this at the time of document verification.
f) ESM candidates must produce a Certificate in Form-XIV, duly signed by the competent authority as specified under Rule 18 of the Jammu & Kashmir Reservation Rules, 2005.
g) If an adequate number of Ex-Servicemen candidates are not available on general merit to fill reserved vacancies, then relaxed standards of selection may be applied to fill the gap, provided that such relaxation does not compromise the performance standards required for the post.
08. Application Fee
General Category: ₹600/-
SC, ST, EWS, PwBD Categories: ₹500/-
Fee is to be paid only via online mode using Net Banking, Credit Card, or Debit Card.
Applications without payment of fee will be rejected without any appeal.
Fee once paid shall not be refunded under any circumstances, nor shall it be adjusted for any other selection/exam.
Any disputes related to excess payment must be addressed through email at jecivil2025@gmail.com. No chargeback requests will be entertained.
09. Date & Centre of Examination
The date and venue of the written examination will be notified separately by the J&K Services Selection Board and will be made available on the official website www.jkssb.nic.in.
No request for change of examination center/date will be entertained.
10. Scheme of Examination
The exam shall consist of Objective Type Multiple Choice Questions (MCQs).
The medium of examination will be English only.
There shall be negative marking of 0.25 marks for every wrong answer.
11. Admission to the Examination
a) The Board will not conduct detailed eligibility checks before the written exam. Candidature will be provisional and will be verified at a later stage during document verification.
b) Candidates must ensure they fulfill eligibility conditions as per the cut-off date in terms of qualification, age, and reservation category.
c) Admit Cards/Roll Numbers will be uploaded on the JKSSB website. These will not be sent by post.
d) Candidates must mention their Application Number, Name, DOB, Email ID and Mobile Number while contacting the Board.
e) Admit Cards will be available for download one week before the exam on the official website.
f) Candidates must bring:

12. Provision for Compensatory Time and Scribe (PwBD Candidates)
PwBD candidates eligible for the post may avail the services of a scribe and/or compensatory time (20 minutes per hour) during the exam, upon submission of:

Letter of Undertaking for using own scribe (Annexure-C)
Conditions for Scribe:
Candidates must arrange their own scribe.
The scribe must not be appearing for the same exam.
The scribe must not be a student or relative from the candidate’s institution/exam center.
The scribe should have lesser qualification than the candidate and not exceed the minimum required qualification for the post.
Scribe must carry valid ID proof and submit:

14. Misconduct / Malpractice
If any candidate is found guilty of misconduct or malpractice during any stage of the selection process:

They shall be debarred from future exams conducted by JKSSB
