The 73rd Constitutional Amendment Act of 1992 introduced both mandatory and optional
provisions for Panchayati Raj. Mandatory provisions include the constitution of the Gram
Sabha, direct elections at all three levels, a five-year term, the holding of by-elections within
six months, reservation, and the establishment of State Election Commissions and Finance
Commissions.
However, the decision on whether the election of the Sarpanch should be direct or indirect
was left to the states; this constitutes an optional provision.
