The following points should be remembered in respect to Highway lighting: 
1. As per IS 1944 (Part 5): 1981 recommendations, the average level of illumination on important roads carrying fast traffic is 30 lux. 
2. The minimum effective mounting height, that is the actual height of the luminaries above the carriageway should preferably be not less than 20 m. 
3. It is desirable to limit the flux in such as way that light emitted at angles less than 70° from the downward vertical cannot fall on the driver's eye, because the roof of the vehicle acts a shield and thus avoids glare. All rays above this angle cause glare.
