Solution

Coulomb's theory assumes the wall surface to be rough.
Hence statement 1 is incorrect.
In case of non-cohesive soils (Φ ≠ 0) and K0 = 1- sin Φ
(Rankine's earth pressure coefficient at rest)
                                 
(Rankine's Active earth pressure coefficient)
If Φ ≠ 0
then K0 ≠ Ka
Hence statement 2 is also incorrect. 
Any movement of retaining wall away from the fill represents the active earth pressure condition
Hence Statement 3 is correct.
