Solution

Loose sand has a tendency to get compressed when loaded. If rate of loading is larger and soil is saturated, positive pore water pressure will develop. This will reduce effective stress and hence strength. If effective stress reduces to zero, the soil will loose all its shear strength. This phenomenon is known as liquefaction.
